Easiest way to test a processor is to test it on a known working motherboard. You can test without RAM. If NO endless beep, processor is dead.
AND easiest way to test a motherboard is by putting in a known working processor.
Test set up need not have any FDD, HDD or CD drive. It should POST and be able to open BIOS menu.

You can't unless you have a spare million dollars to buy an automated test rig. Have you stripped the machine back to basics? Mobo + CPU + min RAM, no drives, no PCI cards and then see if it will give you a POST and missing drive error. If still no POST it's probably the MoBo but when MoBo's die they often take the CPU with them. The best answer is bite the bullet and replace both as a pair.

either take it to a computer technician/ lab
or there is hardware testing software available - check out
www.cnet.com and do a search for computer diagnosis.
i ahve a program at home that works and gives you basic stuff but it's not a professional 100% conclusive.
I'd use a comp tech.
