A guy gets the attention of the girl by gazing at her. But when she smiles , he does not smile but continues to gaze with a blank stare. I do not understand what this gesture means?

It means that he is lost in thought and doesn't realize that he is staring.

He is either A) undressing her with his eyes B) thinking about sex C) thinking about what he is going to do after school or D) he see's her smileing and is trying to think of what it means and what the proper response would be.

sounds like he is analyzing rather this girl really does like him or find him attractive and he is too shy to smile back and scarred that she will just blow him off and be possilby smiling just to be nice anyway.

It could mean that he's rude. It could mean that he thinks she might be coming on to him and he's not interested. It could mean that he's just on another planet, something men have been accused of many times.
