Yes you are in luck. There are several brands out on the market right now, but the most reliable is the Wacom brand. It comes in three pieces. A flat board that you can get in one of several sizes, depending on the size you want to work on, A regular mouse that will work on that surface, and a pen shaped mouse that works just like the mouse. The good thing about the pen stylus is that with photo editing programs such as Photoshop you can use the back end of the stylus like an erasor. It is pressure sensative, and it has several tips you can use to make it feel more comfortable. I personally have the large draftmens addition, which I love. I got my friend one of the smaller ones for a gift, and he uses it to edit his comic book art.

Basically, it is a flat surface that connects via USB. You use the stylus (or "pen") on the surface and it acts like a mouse. Great for photo work or drawing/sketching digital stuff.

Yes , I used that in drafting long time ago, it is actually a, digitizer, there is a digitizer board where you will put an imag example and you want to trace it, and pen, serves as a pointing device..it will be a little bit costly...
Use Adobe Photoshop for picture editing...

yes there is. its quite old actually but it never got popular & never got the sales. IT works on the same concept as a mouse with the ball feature at the tip but then the left & right click operation becomes tricky because of the way you hold it in your hand.

there is something called a tablet of all sizes and shapes which come with pen shaped mice - they are mainly used for digitizing signatures, but there are some A3 paper sized ones which photo editors do use. only thing is it ain't cheap.
i highly recommend Wacom tablets
