I pretty much know the obvious cool air intake and driving habits. But do those chips that advertise fuel efficiency actually work? What else could i purchase or do?

There's nothing you can buy that will improve fuel economy other than a new car (and even with a gas guzzler buying a new car just to save fuel is not a good idea).

A lot of people will take your money and give you a device to put on your car that they claim will save you fuel but proper testing almost never finds any that work (lean burn does work but pollution goes way up so those are banned).

Leave it stock and use efficient driving habits. If you're buying a new car then you can get a good one but if you don't have any reason other than fuel consumption to replace what you've got then you'd waste money with a new car.
