I'd put Franklin D. Roosevelt (he truly deserves it, and we would have 2 Roosevelts on Mt Rushmore - awesome!)
I may also put Harry Truman, Dwight Eisenhower and maybe John F. Kennedy.

I'd agree with FDR being up there wholeheartedly. Harry Truman would also be a good addition. I'm not so taken by Eisenhower or Kennedy, and I think that Ronald Reagan is completely over-rated.

Did you know that the original members were suppose to be General Custer , Buffalo Bill , Lewis and Clark , and Crazy Horse?
I am not Native American but I tend to agree with them that Mount Rushmore is an insult to all Native Americans, a monument to the slaughter of the Indian tribes of the Americas.
The Black Hills are the most sacred area for the Sioux, the land was taken from them once gold was discovered, the monument should be torn down and returned to them.

Hmmmmmmmmmmmmmmm You ask how God could choose one to respond ... how can yet another communicate for God ??? or in ones religious expertise how could one be attentive to what an enlightened beings reaction is except one considers ones self on the comparable point of expertise as that of the enlightened ??? and if so, then i doubt you somewhat seek for a reaction :) maximum of that what occurs with the human international is reason they think God needs them to respond, regrettably their expertise isn't that of God or could be that's :) ......
