I'd say it's in fair condition with a ding or two and a few spots of rust. I really want the car, I had one in high school and I loved it! However the guy wants $3,200 for it and I paid like $350 for mine back in the day. I was just wondering if I'd be getting screwed.

with rust that is a little high..
i would look for a 67 they were the fastest and best looking..
with the 430 they would do 150+mph without trying,

Wow, that seems like quite a bit of money doesnt it?
But with collector cars it is a sellers market so he is probably under no immediate pressure to come down.
Those were magnificent cars, My Dad had a 66 and a 69.
I'd say if the guy will come down to somewhere around $2500 you will both be doing good, but here's the thing, if you dont get it, and look back, you are gonna say, dang for another couple hundred I could have had that car, now it's gone forever.

$3200 is a lot unless this car is near mint.
they have no intrinsic value.
