...possibly "House III" (aka "The Horror Show"); I realize that the film was released in 1989, but it still matches your description,almost to a 'T' (...i.e., guy on death row, going to electric chair, supernaturally survives with severely burnt face, etc.)...
...genre actor Brion James is a pretty vicious bastard, as the resurrected killer, in this one!!!
