The Declaration of Independence states the principles upon which this nation was founded. The Constitution is a compilation of the rules by which it will operate.

The declaration of independence wasn't really a charter, but more of a letter to the king of england saying in effect "we don't need you anymore you scum sucking phycho, go f yourself". When the U.S. actually gained its independence somewhat later, a constitution was needed to codify a federal government that all the states could agree on.

that government should be "small" and respect the voice of the people, be there to protect us, but not "rule" us?

that we are all human (equal), and as such should just respect each other regardless of ... .... .... etc.?

I'd like to think so, although the ones w/ the power would hate for you to think such a travesty (since it takes their power over you).

You mean to deal with unforseen circumstances that were unpresent during it's inception? If so, I'm not entirely sure.
