How bad is the crack ?
If wide you need to have the concrete base foundation checked . the land may need to be stabilized , the concrete re-poured and the blocks replaced.
If narrow , a cement filler patch may be the least needed to replacing the block . I have used a product called Quick-wall on the blocks and it seems to work well. You trawl it on as if plaster or sheetrock mud (it is stiffer and has fibers)

That depends on what is happening with your foundation. How much of it is cracked? It is cracked at the seams between the cinder blocks or are the blocks themselves broken? Is your foundation failing? If your foundation is settling and that is what is causing the cinder block to crack, you will need to lift and stabilize your foundation as just sealing the cracks won't fix the problem. That is more like putting a bandage on skin cancer. It will just continue to get worse. Have a foundation repair estimator come out and get an estimate on what it would take to repair it. One method is Grip-Tite Push Piers and you can find a local estimator at www.griptite.com. Other methods are available, I just happen to work for a company that installs the Grip-Tite System.

dig out the outside to the footings clean wall well go to lumber yard get wall crete in the bag mix and apply to wall as directed on both sides of the block wall will harden and also waterproof the wall as well

chisel out the joint, replace the block,with new,and re cement
