Welfare state. We'd have to tax everyone in the 80% bracket to pick up the slack of so many poor people. Exact same reason we don't have Puerto Rico as one. If we made it a commonwealth, however that might work. Also, they'd be US citizens, but not be allowed to collect welfare, social security, or disability, or vote for president. They could move freely between the rest of the US. It's an idea, but having a distant exclave does put us at a disadvantage. It might work, but it's still a longshot.

If we did that, it wouldnt be a terrible idea, look at the oil we would gain, except the terrorist problem, but you could just take care of them with a simple firearm, or jailtime.
