Hmm...I'm not familiar with that song, so this might be the wrong meaning for the word, but I've always used "bobo" to mean "bourgeois/bohemian," or in other words, "rich enough to spend a lot of money trying to look like a poor hippy." So maybe the song is saying he dresses too boringly?

Edit: and I think the John Lennon lyric is "got to be good lookin', he's just so hard to see," but I could easily be wrong about that too.
