Does Universities of California....?

accept students that aren't in the top 4% of their graduating class?

Yes. It does depend upon which campus you are talking about, though. You are more likely to get into UC Riverside or Merced if you aren't near the top of your class than into UC Berkeley, San Diego, or UCLA (others fall in between).

of course! Great school system too! I went there for undergrad and it was by far the best education I could have asked for!
