Either the Cleveland Browns or The Arizona Cardinals. Both suck every year even with great draft picks. Irvin Cowboy must be a Buckeye fan too. Hey Irv, 6 Super Bowl trips with 5 Super Bowl wins is not a joke of an organization. The Steelers have one of the most solid organizations around. Only 3 head coaches in 40 years. Pretty stable group I'd say.

Detroit is the clear answer if you ask about franchises ...How can a team be in a rebuilding phase for 20 years?
I admit, I hate the Cowboys just as much as the next guy, but that franchise has been successful at least...
Jaguars...just haven't ever had a QB that was worthy of a championship...but Atlanta..yeah, they might be a joke. Atlanta not only traded away Brett Favre...but they also traded up in the draft to get Mike Vick instead of taking LT....two huge mistakes by the franchise...

I would say the lions, but they do have talent, and then the Oakland Raiders. And how can you say the Browns at least they went to the playoffs a few years back, and they have real talent and are on a verge of becoming a playoff team mark my word, and Braylon Edwards will have a break out year with Jamal, and who ever the QB is and look for them to finally stop the RUN! And the Browns had a winning record of 10-7 two years ago.

In the past decade, the Browns. When was the last time the Browns had a succesful season. However, past couple years I am definitely going to have to say the Houston Texans. They used their #1 pick a couple years ago to pick a great QB in David Carr. However they completely ruined his promising career. Even worse, the 2005 draft when they picked Mario Williams instead of Vince Young and Reggie Bush. Did you know that in a later round they picked up another D-line man who did alot better than Williams? Also, they never seem to acquire any talent. The titans are also pretty bad, they made a great pick in Vince Young but let the rest of their offensive talent go.

You base on franchise's merit on their uniforms? And the Cowboys, as much as I hate them, were a dynasty not to long ago and are still competing today. And Jacksonville, they consistently have a great defense. If Leftwich wasn't so injury prone they'd have made a couple AFC Champ games.
The easy choice would have to be the Lions. They spent so many quality picks on WR, two of whom were cut recently.
I also think the Texans are dumb. They trade for Matt Schuab thinking he'll somehow stop that O-line from being the worst ever. While I like the drafting of defensive players recently, I still think that front office is a joke.

It's gotta be the Detroit Lions -- they are a team that has been downright awful, year in and year out. One would think that with the high draft picks, the front office could turn the team around. They are a joke!!!!!!!!

Bills- went to Super Bowl 4 (5?) times and lost and have been embarrassment ever since
