The very best place is the mining guild beneath Falador. You need a mining level of 60 to get in. But there is an entrance in the house in the far NE corner of Falador that will take you into the dwarvian mine. If you turn left when you go down the stairs, you will find seven coal and two gold rocks before the gate into the guild. There is also iron there, so you can get both materials to smith steel. And it is all very near one of Falador's banks.

Edit: I forgot the coal trucks mine west of McGrubor's Woods. Load the carts with up to 120 ore, fill your pack, then head back to Seer's bank to unload and bank it all.

South and east or west of Varrock there's some coal I believe. Maybe the dwarf mines as well.
