Never. As Dana M noted, that's not the lowest ever. (For these purposes, relief pitchers and guys who threw only a few innings are not counted.)
For complete seasons, it's #4 all-time. Adjusted to the context of its time, it's #7. Pedro in 2000 and Maddux in 94 and 95 both had ERAs even smaller compared to the league average.
Gibson's BEST batting average was 303 in 1970--he never came close to 400.
It was a great year. But it is not the record for baseball as a whole.

A record for some time frames, but not MLB. For more than 180 innings, the better ones were
Dutch Leonard in 1914 had 1.00 in 225 ip
Three Finger Brown in 1906 had 1.04 over 277 ip
And Michael M he was not a .400 hitter. .170 in 1968 and .206 career.

For Michael M. When did Gibson ever hit .400?. His Career average is .206 and his highest for a season was .303 in 1970. Gibson started out as a 3rd baseman, but one day after pitching BP, nobody could touch him, he was converted into a pitcher.

68 and then in 69 they changed the mound and added two more teams
he also was hitting .400 you know that correct.
