I am 50 years old and I have seen the picture more that twice my age and the color of socks Dorothy wears are LIGHT BLUE to match her blue checkered jumper!!! NOT WHITE! On google, you really cannot tell. I hope this helps. Just check out the movie. Your daughter will be perfect!! :D

They are blue - the same color as the dress. White would look ok and a lot of people just go the easy way out and do white ones, but in the movie they were blue.

on the movie they are a light blue dress sock.
but white or frilly socks are usually wore with a Dorothy costume and it is acceptable if you don't have light blue dress sock and don't want to pay for socks that will be only worn once.
personally if it was my daughter I would just put thick tights on her so she doesn't get cold.
