When I read the question I thought it was going to be NYC and I know nothing about that, but I used to live in Western NY and actually know something about that area!!

Wildwood Acres on Tuscarora Rd has aggressively advertised on price for years. That's because they are in the middle of no-where and the houses aren't really that nice. I wouldn't want to live there.

I don't actually know that Whitmill Apartments in Niagara Falls, but the many areas of the Falls are crime ridden and really aren't nice at all.

Lewiston is really far north and unless your job/school is in Niagara county, I wouldn't pick that one either.

The one that really intrigues me is the one on Grand Island. Grand Island is between Tonawanda (just north of Buffalo) and Niagara Falls. Grand Island is pretty and slightly rural and is generally VERY nice. There was one apartment complex on Grand Island that has/had electric heat and they re-did the property several years ago, but I don't think it was the Country Glenn.

North Tonawanda is hit and miss for apartments. Very location specific. I'd stay away from Oliver Street. Walck Road is OK as you get further away from Oliver.

Sheridan Drive in Tonawanda can be nice or not. There are a ton of apartments on Sheridan. The closer you get to the river the worse it is (industrial area). Anything west of Military is getting crummy. The further east you, towards Amherst, generally the nicer the area and nicer the apartment.

There are several complexes on Grand Island and I would look at many of them.

The Buffalo/Niagara Falls areas have a lot of houses that upper/lower apartments, etc. and there are some really nice ones. I generally didn't like the complexes in that area and the private homes were much nicer.
