Yes, they have some learning disabilities that may make them perform on a lower scale than someone else but, they recognize the difference between right and wrong. You can tell them how to behave and they can do it. Being mildly retarded is like having a person on a lower age scale than what their true age is. You can tell a child not to touch something and they might need to be reminded but they do know what you are telling them. You can tell a child that something is not polite and not to do it and they are able to follow your instructions. It is kind of like that. A person who is mildly retarded can play a game with you, also and not respond the way you tell them to but they do understand and are capable of doing as asked. They are just not capable of doing things at their age level. Treat them with respect and expect them to respond properly. Correct them when necessary and they will get it.

yes they can... just bcuz they're mildly retarded doesn't mean they have no intelligence... they too have feelings just like u and me... they can feel... can be hurt... can be loved
