No. It's common to do that, especially for what's expected to be a short flight. That would be similar to every driver calling the local police dept. to tell them that they plan to drive to work each morning. Flight plans are more common for pilots that are going cross-country.

If every single private pilot filed a flight plan for every single flight, Air Traffic Control would be overwhelmed, and they would be screaming for more controllers.
