For the valve not to be moving at all, something would have to be horribly wrong!

Pull your fuel tank, valve covers, camshaft cover and the small cap by the recoil. Turn the motor over until the TDC mark on the flywheel (viewed through the small cap opening) lines up with the hash mark on the cover. At this point the TDC mark on the cam sprocket should line up with the mark on the top of the head. If not, your timing is off and valve damage may have occurred.

Check your valve clearance also. Valve clearance is set by turning the motor over while watching the intake valve open and close. Go to TDC and set valves. Intake is 7 thousands and exhaust is 8.

If you just paid to have this rebuilt you may want to return it ASAP. Let me know if you have any other questions.

Remove the valve adjuster covers to see if the cam and valves are moving.
