I think they could have lots of power and sway an election if they did vote.
Its a well know fact, the majority of blacks dont vote but here are some stats anyways: In a past election 44% of the black population turned out.

Yea but, a felony is a serious crime. Misdemeanors are more common, and I dont believe most blacks are felons or at least the ones I know. Even if one vote doesnt count if many show up it will count.
Take this fact:
The election that reinstalled Bush, was because of florida, the dems lost florida on 537!! votes, that is a miniscule number, so it does show votes do count. Also after that election, the government upgraded election polling systems.

Helga- People were turned down from voting because of there skin in Florida? I live in florida and i voted just fine. When did this happen? news article?

While it is slightly less of a percentage than the general population, you must remember that having a felony conviction prevents a person from voting. Blacks commit crimes way out of proportion to their population, and for that lose the right to vote.

There are many reasons why people dont vote.
Minorities in general don't because they are fed up with the government and many dont trust the government. Consider the 2004 election when people were turned down from voting in Florida because of their color for presidential race? Do you blame them?
Felonies have a significant impact as well. You also have to be registered and many don't bother to do it. Normally people will register to vote when getting a drivers license, but there are questions that are asked about reading and writing that are intimidating. If you live in an urban area, there are fewer people who hold drivers liscences and I noticed before that when asking for a state ID, then you are not asked to register to vote.
Voting also goes hand in hand with education. the more education a person has, the higher amount of voting tendancies there are.
There is a large amount of distrust that has come up in our country on voting over the past years. There are more younger people choosing not to vote because there is a general feeling of why should I.

Well 44% is good by most standards of the election process.
From what some of my friends have said is that they don't feel that a vote ever counts.
Maybe the population is just tired of hearing the dems lies that they are going to help out the black family. Also tired of being taken for granted by the dems. Than they believe the lie that all Republicans are racist and don't care about black people.

I do hate to say it, but black males are statistically more likely to be felons, and felons can't vote.
I'm sorry, I wish we hadn't failed these men, in the school system, in the workplace, and so on. This is why we need to focus on our failing schools and maintain our current civil rights laws.
However, it is also true that its not entirely society which is at fault. Just because the education system is bad, and there is still some inequality in the workplace, it doesn't do black men any favors to turn to crime. That just makes their situation more difficult.
Whats particularly distressing is the amount of single black women, with or without children. Because so many black men are in jail, there are many black women out there who have to fight very hard to find a date-able black guy. Many of them are players and most are afraid of committment.
These are generalizations, yes, but I didn't come up with them. My ex is black and she helped me understand better what it is like to be a black woman in America. It's tough indeed.
There's a good incentive to say away from crime! Otherwise all the fine black sistas end up with white or hispanic dudes.

it was passed down from generations when they could not vote. The Gov dont want blacks to be educated and advanced. When they are kept down the politicians have a control over them. They should vote because many of their ancestors died so that they have that right today.

But, in answer, I think two things are key to understanding this trend:
1. "Blacks", I hate saying that, don't think their vote will change much.
2. Because of #1, they've lost interest in voting.
However, the same can be said of a vast majority of Americans.
