your average de-greaser sold at most hardware and home stores will be fine or an engine de-greaser sold at auto stores. clean and dry well with good rags like terry cloth

The black grease may be there to prevent rust. Normally steel is just allowed to rust. If, it off the ground the rust will actually protect the steel. Also, the rust show it ready for welding as you not want a lot of oil and grease on your steel when you weld. But, this my opinion and what we do.
Rust is really Fe2O3, a reddish form of iron oxide. Iron has another oxide, Fe3O4, which is sometimes called black oxide, black rust, or hammerscale. Black oxide is a good protection for steel. Like aluminum oxide, black oxide molecules are the same size as iron molecules, so black oxide does not grow or flake. Black oxide is true gun bluing and the oxide found on some drill bits. Black oxide is also seen on iron and steel that has been hot-worked.

the grease is there to prevent the rust. remove the grease and it will rust. paint is an option or a clear exterior coating like the clear varnish for furniture can be used

Look for a degreaser with "metal conditioners." It will have a rust preventative to protect the degreased metal. Alternately, you can spray it with a light coating of WD40 after degreasing.
