Officials normally say things that show their employing organisation in a "good light". This will often involve downplaying recent or unfolding events that seem to run counter to their employers' earlier predictions and emphasising instances where their is some correlation, however marginal, between their historic statements and recently observed facts or circumstances. They might often try to confuse journalists or throw them "off the scent" of an embarrassing story, by trying to undermine the credibility of vociferous critics, possibly by raking-up some information about a past gaffe or conflict with the law experienced by those critics (or more probably one of their more prominent members). Freedom of Information laws are being introduced in many countries to try to weaken the traditional tendency towards secrecy or news-filtering shown by many "officials". Often the sequencing and timing of news releases by officials is managed to influence the way in which a story is exposed to public view. This tactic is reflected in the habit of releasing unwelcome news after a committee or parliament has adjourned for a holiday period and in the phrase "this looks like a good day to bury bad news" which has passed into legend in the British civil service.
