At the time, the country was dealing with the consequences of decades of interventionist government economic policy. The Reagan quote was just a glib endorsement of laizes faire economic policy and 'small' government.

When government is not in the equation than who answers to who? Special interest!!! Persuasion of money. Government can do more for the greater number than any private interprise on the face of the earth. When it skirts its responsibilities than we all collectively lose. To me the opposite is true concerning this Ronald Reagan quote.
