Sorry, but I find this hard to believe, and even if this were true, sure you can hook up a hose to your neighbor's house, but they will probably call the police when you do.

You can do whatever you want. However, there will be a price to pay if you don't get permission. You have the power of choice here. I suggest you pay your utility bills and cancel the internet. You need to get some priorities in order here.

If your neighbor catches you, and reports you to the water department, the police will come and arrest you and put you in the pokey.
