It draws up to 66 watts or 5.5 amps on the +12V rail, so better have a power supply with strong +12V rail (18 amps or higher).

Yes, the x1950pro is currently the best card for less than $120. The next step up is the x1950xt for about $165-170.
DX10 doesn't really matter unless you're buying an 8800-series Nvidia or 2900-series ATi. The weak 8600-series Nvidia do not have the muscle to play DX10 games at high settings at anything over 1024x768 (which is what old 17" CRT monitors are native rez).

Depends on what game you playing. But x1950pro is a pretty decent card, of course can not compared with HD2900XT or Nvidia 8800 series. And it all comes down to how much you have to pay. Tomshardware just recently released Best Graphics Card for the Money in August. Just go to www.tomshardware.com and check it out

Well, it depends on what you want to do, are you planning on upgrading to vista any time soon?, if yes you will need a directx 10 compatible card at some point, the x1950 is not a directx 10 card. If you plan to stick with xp for a good while yet, then the x1950 is a capable card, and will see you for a good while. There is talk of a hacked version of dx10 for xp but that will still require a dx10 card.
I'd say, if your sticking with xp its a good dx9 card to go for, if your gonna go vista, go with a dx10 card. while being more expensive tho, nvidia cards are better performers.

Its a lot of bang for the buck but if you are planning to upgrade to Vista and use DirectX10 I suggest a 2600 or nVidia 8000 series card.

yes, it is a good card. but a note for you, it doesnt support directX 10. this card performance is a little better than most mid range card available now (geforce 8600 gt and radeon 2600xt), but this card doesnt support directX10.
