The only 80's movie that I can think of that even closely resembles what you have described might be Stephen King's "Silver Bullet."(1985) However, there were no gender changes and the Werewolf was the town minister.

John Carpenter's Christine, based on the novel by Stephen King. Cool movie. One of the last great films Carpenter has directed. Oh how the mighty have fallen.

Ya that's Christine based on the novel by Stephen King.
There was another movie similar to that and it was called "The Car" except the car was black.
