91 Grand Marquis hard brake pedal?

I'm thinking brake booster, any other suggestions?

Booster bad or vac hose cut/leaking

Can't say for sure cause I can't see it. :) But you're more than likely correct. Most of the time(but not all) that problem is associated with a bad brake booster.

also check for leaks I don't think I have ever run across a bad booster except when they were real old, check your vacuum real good
especially the plenum they had a recall on some of them hope this helps.
