This is that type that you buy at hardware that swells to fill cracks. It was being used around a construction site and an excess of it was just placed next to where he was standing. He did not notice this because he was speaking to the owner and when he stepped aside to clear way for more workers he brushed against the stuff and got several streaks of it on his good pants. He has ask me to save them. Is there anything that will remove that stuff once it is dried?

I work with this stuff all the time, it is a mess. If it is smeared into the fabric, it will probably be impossible to get out. I have found that if I get it on my clothes, I don't even try to get it off until it is completely dry. Once it dries, it peels right off. I do know that acetone will remove foamseal, but I don't know what it will do to the pants. Might be worth a shot.

Try a little nail polish remover on some of the fabric inside on a seam[where it won't show through to the outside] if it doesn't remove the color of the cloth or do any other damage it should remove the foam.Nail polish remover is Acetone so if you don't have it you can find the Acetone at any hardware store.

You could try some paint thinner. Good Luck! :)
