If you added any new hardware is 1 reason for what is happening. And the other restarting you can fix by: Start then Control Panel then go to system and click on it and look for the Advance tab and click on it . Then near the bottom look for Start up and Recovery then click on it. Then about the middle of the box look for Auto Restart and uncheck it then restart computer. That problem should be fixed for you. And the other was new hardware undo the new hardware and that should fix that 1.

Think back and figure out when this problem started. Did you install a new software or piece of hardware?

There are many things that could cause this type of problem.

Hardware that's bad
Corruptde driver
Corruption in some of the Windows files.

You should evaluate your situation and figure out will it be easier to re-install the operating system and all your programs and all your data?

Figuring these issues out could take longer than it's worth. If you were to take your computer to a shop. They'd probably tell you to save your data and bring in your system recovery disk. Then they'd restore your system to the state it was when you bought it.

To troubleshoot this issue, you can start your system in safe mode and go through all the programs that start with windows. Stop them from starting and see if this clears up the issue.

That should be a good starting point

As you are starting you computer up hold down the F8 key. When the screen comes up select safe mode and see if your computer can come up in safe mode. If it comes up in safe mode go to device manager and review the status of your hardware.

If it did not come up in safe mode then part of you hard drive may have been corrupted. Take your back up disk and boot from the CD drive. If it boots then ask it to repair your software installation on your hard drive. If this works you still need to get a new hard drive because once they start to go they will usually fail again.
