This is not a good move unless the neighbor has already added straight anti-freeze to the radiator and is making a 50-50 mixture. If he is topping of the radiator it would be wise to purchase an inexpensive testing device to check the current mixture, or to simply mix an even amount of anti-freeze and water before filling. Too much anti-freeze or too much water can both cause problems. Too much anti-freeze can cause your vehicle to overheat and too little can cause the water to freeze in the engine block and possibly crack it when it expands. Also, I would recommend using water that has been boiled to take out the lime, iron, etc that is in most tap water or buying distileed water to prevent corrosion inside the radiator.

Water will freeze. Antifreeze is better in a freezing climate.
