It depends on the battery. 11 volts would be fine for a good quality 100AH battery, but wouldn't do the job on some undersized 6 year old batteries.

Depends on the car. Lower than 12 volts will still crank slowly.
On a v8 or diesel not enough but on a 4 cylinder it still might do the trick. If your battery is under 13.5 or so it's time to test your charging system and more than likely change the battery.

A fully charged car battery reads 13.06 volts a battery that reads 12 volts can still start the car what really matters is the amps. It takes appx 325 cca to turn the starter on a car and for a light duty truck take 340 cca and for a diesel takes 375 cca .

Usually, about 10 and a half, most computers die out under 10 volts, but its your starter that draws the most current when you are cranking.
