You always add acid to water. You NEVER add water to acid.

Because substantial heat will be generated when you dilute, you add the acid slowly to the water while stirring. You also allow time for the solution to cool. To prevent spattering, it is also common to guide the acid into the water by using a glass stirring rod with its side touching the lip of the beaker containing the acid while the other end of the rod is in the water solution.

The safest way is to add the acid, slowly, to water, preferably while mixing the water. This is because some acids like sulfuric acid get very hot when diluting with water. (If you add water to the acid, the first amount of water can get so hot it boils violently and hot acid can erupt out of the container.)
