The Gaza militants like to shoot missles at Israel. It's lots of fun, right? And it's difficult for the Israelis to retaliate specifically against those who are doing the shooting. So what should the Israelis do? They could flatten the neighborhoods that host rocket attacks. This would take care of the problem but would also kill thousands of innocent civilians. So that's not very civilized.
So the Israelis would like to respond by cutting electricity to Gaza instead. Israel supplies about half of Gaza's electricity directly from its own lines. Kinda strange, huh? Supplying electricity (at this point basically for free) to your worst enemy. But I digress. Anyway, no, cutting the electricity would be totally unacceptable says Amnesty International. What does Amnesty International say about shooting rockets into civilian populations? You tell me, Amnesty International. What should the Israelis do?

They do oppose it. Go to their web site. They have listed many groups as violating Human rights and that includes Hamas and Hezbollah as well as Israel who have also flattened neighborhoods in Lebanon, the Palestinian territories and Gaza. Perhaps sitting down with these opposing groups instead of bombing innocent civilians and cutting off much needed electricity to the civilians would help bring about peace faster than missles would. Israel's continued blaming and punishing the Palestinian civilians only creates more terrorists and hatred toward Israel. Both sides should engage eachother, not point fingers because both sides are guilty of human rights abuses all the way around.

I'm sure they oppose the missile attacks too... but the militants aren't exactly asking them for permission...
the issue here really is civilians... and hurting civilians on one side doesn't make hurting civilians on the other "right"....

Cutting power would not stop missile attacks, most missiles as launched from trucks and do not get power from the grid.
Shutting off power deprives innocent people (as you admit in your question, only a few people are responsible for the attacks) of the necessities of life that the power provides such as water (pumping stations, etc).
