I'm thinking a dark blue or a blackish color, but I don't want it to look plain either, I want it to turn heads and for people to slow down for me on the freeway, I want people to get scared when they glance at me in their rearview

Nope. Don't go for it. I'm actually shocked that it still runs fine. Not because they're poorly made, because they were actually built to be abused more than normal . Coming from a family with police, and friends who are cops, I know what they do to those things. They beat the crap out of them. There are holes everywhere from all the equipment being held in place. I'm not sure what other cities policies are, but my town I know gets a new squad car when it reaches about 100,000 miles, give or take 10,000 because they become to costly to fix. There's nothing wrong with buying an old used car, but just hunt around a little. If you want a Ford, you could probably pick up an older Taurus for about the same price and those are fairly reliable (I've had 2 myself).

People are already going to be slowing down just because it's a Crown Vic. Hell, a Grand Marquis will have the same effect at a distance.

The basic color for most cop cars is either black, white, or a metallic earth tone. These are not uncommon in civilian models, so that's not going to do much.

People look for light bars, push bars, spotlights, and antennae.

The only way you can have push bars or spotlights without looking like a douchebag is to buy a former police car. And the light bar will be illegal almost everywhere even if you do.

The only OTHER way to have multiple antennae and not look like a douchebag (or possibly LOOK like you're breaking the law) is to be a licensed amateur radio operator. In which case, if you're going to be operating on the go, you should also have your callsign on your license plate.

Just having a Crown Vic should give you enough jollies. The way I hear it, cops don't take kindly to idiots trying to make it look like they're a cop. I would suggest not doing it. The closest you should EVER come is to buy an old cop car and leave the LEGAL cop stuff on it.
