i am going to buy shoes like jordans and air force 1 from china but i need something safe, last time i payed for the shoes first i never got them so started looking for COD but no one wanted to do that because it was not safe for them, so they said the paypal was safe for them and me. i don't know how this is possible, is it really safe for me? how does it work? and what do i need to make an account?

I used it once and it was safe, though I closed that credit card after the deal was over, in spite of their garantees that the protection is great. Only after closing the account of that credit card I could be sure that the rest sum of money wouldn't be taken from my account illigally.

With pay pal you just need to make an account and submit your credit card information once. It's really easy and yes it is safe!

Paypal is safe however,Paypal only offers buyer protection on Ebay auctions.You can still get scammed out of your money.
