No that won't harm the concrete. But you still will need to get the moisture out of the air or it will grow right back. Try a good dehumidifier.

Bleach will cause the block to turn white when the bleach dries. The white will certainly look better then the mold/mildew. Bleach however is the only thing proven effective in killing mold. Use it like crazy and track the source of the moister that is causing you this issue.

Not at all, other than it may turn them a little white if the bleach concentrate is a little high.

Not at all, and bleach is suitable for the task. I use it full strength; I want to kill those spores.

if you don't have alot of things around those area's than maybe using a pressure washer or if you don't have one you could borrow one from some other person you know... hope i help!!
