That is a long and complicated subject but basically you select the area you want to work on with one of the the selection tools, then use Free Transform in the edit menu to scale that portion larger. I really like the Liquify filter that is in the newer versions of Photoshop. Play around with that. It's fun.

Well as far as making people bigger, If your familiar withe the (Selection tool) more importantly the(Polygonal selection tool) you would make a selection around the person then hold (ctrl and press "C" to copy it) then hold (ctrl again but this time press "V") ,this will copy the image you selected and give it it's own layer. this will give you the freedom to shrink or enlarge the image as you please, just be sure you use free transform to change the size. (oh and if your using a mac It's "command" instead of "ctrl"

many diffrent ways. Could cut out the head (likes the quick mask for detailed selections) make it bigger then past it back on top feather the edges to make it smoother.

I suggest you buy yourself a photoshop book and learn from there. It will show you just about everything.
