Well... it's clear that he "kissed the girls" - but they don't say for sure what reason these gals were crying... a lawyer could argue that these gals had just experienced the greatest kiss of their lives and were crying tears of joy.
And there's also no specific details about the ages of these girls (or of Georgie, for that matter).
I'm sure that if the gals wanted to press charges - there's at least SOME case that could be made for it.
