There are many many ways:

Violating their user agreement; selling counterfeit goods; selling or purchasing bootleg software; being suspended off ebay (since they are the same company!); too many complaints from buyers regarding goods you sold them; owing paypal money; opening another account after one account was suspended;

And the list goes on and on and on. Just checkout paypals help section on their violations.

If your having problems with paypal, for whatever reason, cause they are also known to close it for no reason other then you came up on their radar then you may want to try google checkout. They offer alot less of a hassle and are starting to give paypal a run for their money.
