Well, since he is underage, she could be charged with statutory rape for having physical relations with a minor. If charged and convicted, she would go to jail. If she is a teacher or in a position of authority over the 16-year-old she might also lose her job. Emotionally - it really depends on how mature or immature each party is. People are really too complex for someone outside of the relationship to be able to determine how they might be affected emotionally.
