I would say both of them totally impacted music. They arnt really two artists for the same crowd. Therefore they've impacted modernt music in differnt ways.

The Beatles, by far. Madonna made a lot of changes for women. But the Beatles changed music as a whole. Look at the type of music before the Beatles began, and look at music after they had made their mark on the world. Madonna is definitely up there, but she definitely didn't have the impact on music that the Beatles had, and it's very unlikely that anyone ever will.

The Beatles by a landslide. Madonna's influence was mostly in image, only. For the most part her music itself was copied from other artists, including The Beatles. She didn't even write most of her songs. The Beatles' legacy, meanwhile, is amazing. Many of the technological breakthroughs of the rock music of the present and latter 20th century was the direct result of innovations The Beatles pioneered. They directly improved sound quality, better recording facilities, invented artificial double tracking, and the use of close miking for acoustic instruments and stereo sound. They were amongst the first to use guitar feedback as part of a song, used classical music in new and influential ways, and incorporated instruments in their music that no other pop artists had ever done before. Now you hear mandolins, sitars, different kinds of keyboards, and even the occasional french horn in music that may never have thought about using those sounds before. To this day you hear constant references to "Beatlesque" music, but you don't exactly hear people call other musicians "Madonnaesque." They even were amongst the first musicians to use sampling in their music, a form or musical art that has been used often by Madonna and even hip-hop artists to this very day.
Don't get me wrong. Madonna was a great singer and a great image and player in pop music history. I like her, and am not trashing on her one bit. But you asked about impact. There is no question that The Beatles impacted music like no other musical artist of the last 50 years, with maybe the exception of Elvis and Stones.

The Beatles brought an entire different style of music to American culture, and almost every type of person likes, or at least RECOGNIZES, the Beatles. Madonna's not even close. All she has is a cone-shaped bra.

the beatles opened so many doors for people like madonna as far as audio recording is concerned...
im not a huge fan of the beatles' music, but what they did in the recording industry as far as ACTUAL recording is concerned was huge. their ideas and methods for recording revolutionized the industry (i.e. mic placement, ambient noise, etc...). back then it was all analog, no pro tools, kiddies...you had to have serious chops...as far as i know, madonna only records...i wasn't aware of the fact that she broke any ground for new artists.
