There will be long term consequences if you date someone that much older and who is beyond going to school. You probably can't see what those consequences could be, but they could be very bad, or just one heartbreak of many.
If you can, ask an adult who you are close to and who you trust what they recommend – a bunch of strangers on the Internet can only tell you their experiences and a bunch of strangers who are also around your age could just make your choices that much worse.

I don't know if he's too young for you, you might be too young for him. At that age the issues you are dealing with are enormous. School, your changing body, your parents telling you what to do all the time. Be friends with lots of people, don't tie yourself down to anyone, it will just bring more problems than its worth at that age.

Yes. Three years is a huge percentage of the years that either of you have been rational beings (over the age of seven). Your development menally and emotionally is simply different. The thirteen-year old loses 100% of the time.
