Dr's office just told me it was only 16...so i need to continue blood monitoring. Does it climb up, or suddenly jump? Help! Thanks.

Anywhere from 20 to 40 or higher is considered a surge. It can change within a matter of hours. Here's more info-- http://www.peeonastick.com/opks.html

But basically, whatever your base level is--usually taken on CD 3, when your surge hits it will be about 3 times higher than base.
