We will be out by next summer, maybe as early as spring. Now why don't you call the Terrorist and tell them April 15 so that they know exactly when to have their training complete. Slow learners,,,, you need to get with the short bus people, you know the liberals.

Because those are the headlines that sell papers.
Tactically, he's been listening to the Pentagon, and when they disagree he picks which recommendation to go with, but for the most part he's left things military to the military, as well he should. If you look past the headlines to the actual text, you'll see that he isn't teasing, he's saying the same thing over and over.
Strategically, he and Rumsfeld went in (paraphrasing the latter) with "the army we had" and he's done too little to develop "the army we need." That's a more serious criticism of the administration's [in]action, though hardly ever heard.

No, I think this time Bush knows that he's out of time---the Republicans are not going to back him up any longer.

Remember, the precondition for the "troop surge" was that certain benchmarks would be satisfied by a certain date.

I think he knows the benchmarks are not going to be there; so he is now talking about a "drawdown" instead of a "withdrawal." To save face.

Obviously, he can't say "withdrawal" because he has already accused supporters of a "withdrawal" to be cowards and unpatriotic.

It's over for the Bush administration; he's almost completely out of time. He is just anticipating Patreus's report and diffusing it early... I bet he knows what the report will say.

The man is buying time. He has NO intention of pulling troops out. I have said many times he has us right where he planned. In the middle of the Middle East. He continually lies as to what his position is. It is time for the blind sheep of the United States to wake up. It is time to call for the resignation of Bush and Cheney.
