On low beams it's the opposite problem. Any sugestions?

Could be a bad switch or it sounds like a bad ground depending on how the circuit is wired...the power to the lights not getting through properly and grounding through the other light causing it to be dimmer---try testing the wires for power at the lights and rewire the other wires (usually black) to a good ground or find the factory ground and clean it. Wirediagram.com will have wiring diagrams or a shop manual from Eautorepair.com for a small fee.
