I am assuming you don't know html and need a wysiwyg (what you see is what you get) editor as opposed to one that simply saves you a lot of typing.

If you want to write your own code (html, css, javascript, php, and on, and on) by hand, then a good choice is Notepad++

If you have a domain name already registered, and want an automated tool, using which, you can develop web pages, without having to know all those languages, then there's LOADS of good candidates. My personal favorite is Google Applications for Your Domain...and eventually if you learn to code you can sneak in there and upload your own coded web pages into your Google website, too! (And, p.s., the Google webspace is unimaginably large! I tested its patience yesterday)

you can use macromedia dreamweaver or microsoft frontpage. but if you are an advance editor or you know or mastered some html tags, you can use any text editor like a notepad, just save the file with a .html format

Dreamweaver is industry standard right now but it is not free. Most people already have notepad on their pc but that is obvious.
I would look for editpad lite or possibly homesite I think they are both free forever without trials. Homesite is actually probably as good as Dreamweaver is if you know your code.
