A writ of Certiorari is a request for the higher courts to have a judicial review on a lower courts conflicting decision they may conflict with other judges or other lower courts decisions. So it has to be straight forward and to the point about the exact legal issue that needs to be interpreted. It's almost like asking for an appeal but instead of requesting the higher court to reverse a verdict you are asking them to decide which courts or judges are right. It doesn't happen very often and it can only happen if there's disagreement between different courts or judges on the same matter. It's kind of like having a tiebreaker.

Pages could vary but sometimes there is a page limit. I assume an attorney would know. And I can't imagine getting to this point in a legal matter without an attorney so if you don't have one, you should probably get one that's specialized in federal procedure and appeals.
