O n ly the monarch can call together a parliament for
the transaction of business. This is why the UK legislature
is often described formally as ‘The Queen in Parliament’.
The Opening is usually done by the monarch in person. If
the monarch does not attend, the Speech is read by the
Lord Chancellor. The Speech, written by the Government,
is read out from the Throne in the House of Lords
Chamber. Until the Speech is made, neither House can
conduct any business.
