Let's assume that your drive hasn't failed yet. Now, when you purchase your new drive, it will probably come with a utility that will do a block copy of all the data on the existing drive and put it on the new one. Most drive manufacturers provide this free of charge. You may have to download it from their website though.
Just follow any provided instructions about attaching your new drive. Then run their utility. Swap out the drives and your off and running.
Good Luck.

Add your new drive as C:, your old drive as D: or whever it comes up as. If you have Ghost or similar you could well get away with ghosting local drive D: to drive C:. Make sure you copy the right way. Failing that, build the new drive with your operating system, re-install all programmes, then simply copy data files from old drive to new. You cannot copy programmes under windows, they need to be installed.
You could find that when all data is removed from the old drive, a check disk may show where the errors are, you could easily partition around bad area and re-use the disk for low value files.
Checkdisk is found by right click on drive, click properties, click tools, click error checking.

When you get your new hard drive, also purchase an external enclosure. Take the old hard drive out, install the new one, install Windows, and then install the old drive in the external enclosure and connect it through USB. If the drive is still functioning then you can get all your files off.
